For all that she has an evil-looking bond and is rather evil-looking herself, Chiro really isn't all that much of a villain. Though she takes sadistic pleasure in scaring people half to death, she wouldn't actually hurt anyone except in defense of herself or her bond. Since her bond is a miniature troublemaker, Chiro is the muscle that Mogwe can turn to for protection whenever a trick goes badly.
Chiro delights in living a rather... feral sort of existence. Her race is a fully sentient and cultured one from the world she hails from, but she has no desire to be associated with her origins and does not use her full name any longer. She came to the Nexus for a simpler life, and took tiny Mogwe as her bond mostly to have a tangible excuse not to go home. She's quite happy living with the little imp, having no responsibilities or duties other than accompanying Mogwe from bit of fun to the next.
